Textured bumper paint! I can only find touch up packs from halfords and [no swearing] :(

sorry, do you mean where else can you get it from?
if so your best bet is a proper auto refinishing shop, but to be honest if the texture is part of the bumper then a couple of light coats of which ever colour it is will still leave the effect in place. say black just get a can of satin black mask it up and get a grey scotch pad and give it a quick skuff all over and blow on a few light coats.
if it hasnt be painted befor and you are trying to paint on to straight plastic you will need to put on a light coat of plastic primer first otherwise the paint over time will flake off.
